The apt-get uses dpkg for the actual package installation.
dpkg only installs a package:
dpkg -i pck.deb
It will only install the pck.deb package, and will notify us any dependencies that need to be installed, but it will not install them, nor it will configure the pck.deb because it has no information on the dependencies.
In other words, the dpkg just install the .deb file, but will not install its dependencies because it doesn't have those files and it does not have access to "repositories" to go pull the dependencies from.
On the other hand, apt-get is a Package Management System. So, it handles the installation of Debian packages on Debian-based Linux distributions. A Package Management System is a set of tools that will help us install, remove, and change packages easily.
apt-get will look for the dependencies and install them. It also looks at the currently installed dependencies and determines packages that are not being used by any other packages, and will inform us that we can remove them.
Debian and Ubuntu are for different users, at least in terms of the initial intention. Ubuntu is aimed at inexperienced users new to Linux, while Debian is a minimalist.
Ubuntu's frequent release cycle means that Ubuntu most likely has the latest software.
A little bit of digress:
When Debian was first announced in 1993, it was a one-man project helmed by Ian Murdock who was then a CS student at Purdue University. To give you an idea of the humble beginnings of the project, consider that the name 'Debian' itself is a portmanteau of 'Debra' - Ian's then-girlfriend - and 'Ian'.
